Since April 1, 2004, the Japan International Cooperation Agency (JICA) has been working on a major institutional reform aimed at strengthening its overseas aid programs. Mrs. Sadako Ogata, who assumed the presidency in October last year, announced in March 2004 three focus areas in JICA's activities: strengthening field capacities; addressing human security issues; and speeding up and streamlining the decision-making process. Mrs. Ogata also stressed the policy of strengthening assistance for Africa, and visited four countries in Africa for about three weeks from the end of April. This year marks the 50th anniversary of Japan's Official Development Assistance (ODA). Mrs. Ogata will brief on the progress of JICA's major reform, the strengthening of Japan's ODA and the future of Japan's international cooperation.
