Constitutional Revision: Present Situation and Future Challenges

In August 2003, Prime Minister Koizumi announced a policy of having the Liberal Democratic Party formulate plans for constitutional revision by November 2005--the 50th anniversary of the party's founding; he made this a campaign pledge ahead of the election for the House of Representatives in 2003, and debate then began on concrete plans. Public opinion surveys conducted by major newspapers in May last year revealed a majority in favor of constitutional revision, indicative of growing momentum among the public for change. Against such a background, FPC will invite Professor Nishi, one of the leading academics on constitutional revision who is often called to give unsworn testimony in the Diet for the ruling party, to explain the current thinking on the question.
